PREFACE.
THE Records of the Burgh of Glasgow are awanting prior to 19th January 1573-4, and the portion of the Burgess Roll now printed comprises the admission of Burgesses from that date until the end of the year 1750. Unfortunately the Record is not continuous ; several of the volumes have long since disappeared, and the blanks occasioned by their loss have been noted where they occur throughout the following pages. With the exception of two fragments, one dating from 16th October 161 3 to 23rd February 1615, and the other from 31st October 1693 to 9th October 1694, no separate Register exists of the admission of Burgesses and Guild Brethren until 1st January 1777.
From the earliest times the regulation of the admission of Burgesses was in the hands of the community, and as represent- ing the community, the power lay with the Town Council. When the Record begins, Burgesses were received and sworn in presence of the Magistrates and Council, and their entries are engrossed in the Minute Books of the town. This procedure continued for some thirty-five years, but by an act of council dated 7th October 1609 l the right was transferred to the Dean of Guild and his Council, and thereafter the admissions are recorded in the Act Books of that Court.'2
In the Register there are several distinct classes of Burgesses, who, though all nominally admitted to the freedom of the burgh, had different privileges conferred upon them. Up to the year 1605 the Burgess Freemen of Glasgow were all simple Burgesses and no more, whether belonging to the Merchant class or to the Crafts. The mutual controversies and civil discords which for long had existed between the merchants on the one hand and the craftsmen on the other, became so serious that arbitration was

resorted to, and in the year mentioned an arrangement was •bed. embodied in the famous document known as the Letter ot Guildry. Up to this time there was no Guildry in Glasgow, but by this Letter a Dean of Guild and his Council was iblished and provision made for the institution of the brother- i 1. Every resident burgess was to enter Guild Brother on payment of 13s. 4c!. to the hospital of his calling, merchants or crafts as the case might be.1 A Guild Brother's son or son-in-law was to pay 20s. at his entry and 5s. to his hospital, subject to this qualification, tli.it he must be worth in lands, heritage and move- able gear 500 mcrks if a merchant and half as much if a craftsman, while the respectability of the guildry was maintained by the exclusion of "all kynd of infamous and deboischit men of evill lyf and conversatioun." A Freeman who did not make his choice and remained outside the Guildry continued a simple Burgess, possessing only such rights as did not encroach upon the trading privileges belonging to the other Burgesses and Guild Brethren — those of (1) the Merchant rank and (2) the Craft rank. These two classes formed by far the most numerous body of the citizens and possessed the fullest freedom of trading. The merchants could not infringe upon the rights of the crafts, while the crafts in turn were strictly confined to the exercise of their own particular trade or calling. Another class of Burgesses is that generally termed Honorary Burgesses, persons admitted gratis by favour of the Town Council, either by reason of their own eminence or through the influence of their friends. These comprise a goodly proportion of the entrants and further reference to them will be made later.
Entry monies, or fines as they were then called, were exacted from the entrants at each stage of their qualification. The amount varied from time to time, but generally the figure was considerably beyond the means of the common people. The money thus acquired formed an important source of income to the burgh, and, as regulated by an Act of Parliament of 1503, went to swell the funds of the Common Good. In the early days of its history, when the revenue of the town was small and its financial resources limited, instances are numerous of burgess fines being diverted from the burgh exchequer and assigned to other parties for varied reasons, not infrequently in compensation for loss sustained. Such

favours did not always originate with the Council, but sometimes were obtained by direct petitions or supplications. One of these, dated 5th November 1586, is still in existence and runs in the following terms : —
My lord proweist, baillies and worthie counsale of this gud toun : Unto your lordschippis liumelie menis, I Sampson ... in this gud toun, that quhair I haiff bein ane workman in this gud toun thir mony yeris bygane . . . and treulie efter my strenthe, witt and jugement, and is descendit fra thame quha hes bene of my . . . servandis in the saming ; and was myndit to haiff wrocht to the wttermaist in this gud toun . . . it hes pleased God to wissie me with seiknes, quhairby I am sair handlet, praisit be God, and by . . . under seiknes I haiff alreddie spendit all my guddis and geir almaist, and thairby driven to . . . heirfor I beseik your lordschippis, for Goddis cause, to considder my puir estate at this present, and that ye wald of . . . bestowe upon me ane burges fynes that thairby I may be helpit quhill ather that God call upon ... to him, or ellis that he wald restoir me to my helthe agane gif it be his gud plesure. And your [ansuer] for Goddis cause I beseik.
Quinto Novembris, 1586. — The balleis and counsell grantis to the complener [ane burges fynes] and to find him furth himself.1
At the end of the sixteenth century and early in the seven- teenth the Magistrates and officials of the burgh had the right of nominating a certain number of burgesses, receiving in return the entry monies as a reward for services rendered. In i599> probably in order to evade the frequent application for free admission to burgess-ship, the Town Council set the admission dues to the highest bidder at public roup, for the period of three years, reserving four nominations to the provost, two to each of the three bailies and one each to the clerk and master of work. On the expiry of the term the experiment does not appear to have been repeated, and, whether by enactment or not is unknown (the records for the period being lost), the practice of nomination ceased. After an interval of about a century and a half, it was revived at Michaelmas 1744, when four burgesses were named by the provost and two each by the three bailies, the Dean of Guild and the Deacon Convener.
Over and above the ordinary dues paid by the entrants, special levies were sometimes raised on occasions of national or local emergency. In 1649, to provide funds for a new magazine and armour for the town, an additional £4. was paid by those

admitted Burgess only, and .{.do by those entering Burgess and Guild Brother.1 In 1653, after the disastrous fire to which refer- ence has been made at page 1 37, a further contribution of £5 was imposed on all entrants, to be employed in the purchase of leather buckets for use in case o{ fire.2 The former exaction was removed three years after it was imposed, but bucket money is still collected, although utilised in a different way.
It was within the power of the Magistrates and Council to deprive burgesses of their freedom, and such a course was fre- quently adopted, especially when the delinquent trespassed against the law or acted in defiance of the rules of good citizenship. One burgess was deprived in 1647 for returning to the town after having " come furthc of places suspect of the infectioune " (page 108). In 1 • ; 1 two had their freedom cried doun "for thair oppin mis- cariadge to the proveist " ; 3 upwards of thirty were similarly dealt with in 1655 for having remained furth of the town for a year and a day,4 and in 1712, because of his activity " in the late unaccount- able mobbs and rabble, inciting and stirring up others " and refusing to go home when commanded by the magistrates, another burgess was not only deprived of his freedom, but also banished from the town/' Similar instances could be multiplied, but the foregoing are sufficient to show how carefully the civic fathers watched over and how zealously they guarded the honour and dignity of burgess- ship.
The last class of Burgesses to be referred to are the Honorary Burgesses, — those who were received as Burgesses or as Burgesses and Guild Brethren without payment of the ordinary admission dues. The practice of bestowing the freedom of the burgh upon distinguished strangers is of no modern origin. It dates as far back as the records go. The honour conferred no special privileges upon the recipients. They had no say in the affairs of the town nor did any benefits descend to their children. On the other hand, there were a large number of gratis burgesses whose status was different, in so far that they possessed all the rights and privileges as if they had entered in the ordinary way, and were bound in consequence to discharge the duties devolving upon them as loyal

citizens. As a general rule, these burgesses were admitted by reason of services rendered, and in every case their admission followed upon an act of council passed expressly in their favour.
The Roll of Burgesses entering by hereditary right or by
purchase was kept with praiseworthy accuracy, but the same
cannot be said of the strangers who received the honorary freedom
of the burgh. It does not appear to have been considered worth
while to engross their names, although from 1705 to 1730 some
attempt was made in this direction. During that period a separate
portion of the Minute Books was reserved for those granted
" Gratis Tickets," and the number of persons so honoured range
from 259 in i7i6to 11 in 1729. It is obvious, however, that the
clerk found the task of enumeration too irksome, and after 17th
January 1730 no further record has been kept. " It looks as though
in the good old times councils presented the freedom of their
burghs to distinguished visitors, less for the honour of building
up their Roll of Fame, than as an occasion affording agreeable
opportunities for conviviality, speech making and drinking of
healths." Burgess tickets granted to ordinary entrants were written
on small pieces of parchment, but those presented to persons of
distinction were more or less ornate in character. To meet the
demand for such tickets, the Town Council from time to time
contracted for a supply. In 1745, John Dunlop, painter, undertook
to provide as many as might be required for the space of five years
at the modest rates of two shillings for the best sort, one shilling
for the second sort and eightpence for the third sort.1 Many of
these illuminated tickets are in private hands and elsewhere, and
while they bear to have been " extracted out of the Gild Books of
this City," the statement is inaccurate, for, as mentioned above, not
only are the lists preserved imperfect, but none exists after 1730.
As the city advanced in wealth and prosperity the number of these
presentations would correspondingly increase, but an act of council
dated 20th May 1778 finally put an end to their wholesale and
indiscriminate issue.2

Biographical data concerning many of the entrants might possibly have added additional interest to the Register, but tempt- ing as the subject was, considerations of space rendered such notes impracticable.

In consequence of the insurrection of the popish earls of Ilunlly, Crawfurd and
'., am) the order of King James VI. 7 April 1589 for an armed muster of the lieges,
ailed upon to supply a contingeni of men lor the royal service. The
number of men originally demanded of the town was 60, but as that number could not
lu raised without '"grit hurt" to the community, if was finally arranged to provide 40
miters with th nanders, and a tax of ,£500 was appointed to he raised for their
equipment. On their return and in respect of the services of the two commanders,
William Stewart and Thomas Pettigrew, it was ordained that they should be "gratefci:
